1. Organisation Overview

The Institute for Safety Education & Training PNG (ISETPNG) is a specialised
Workplace Health & Safety (WHS) training institution operating across Papua New Guinea.
Since 2011, ISETPNG has worked in partnership with the
Papua New Guinea University of Technology (PNGUoT) through:

  • 2011–2018: Department of Communication for Development Studies (CDS)
  • 2019–2023: Department of Mining Engineering
  • 2023–Present: Department of Open & Distance Learning (DODL)

Over the past decade, ISETPNG has trained more than
500 WHS practitioners and Safety Professionals through company-sponsored and public programs.

This compliance map outlines how ISETPNG meets
DHERST institutional registration requirements for a recognised WHS
training provider, including governance, staffing, course design, learning resources,
facilities and quality assurance.


2. Legal Status & Governance

Legal registration ISETPNG is formally registered with the Investment Promotion Authority (IPA). IPA Registration Certificate
Tax compliance ISETPNG holds a valid TIN and complies with Internal Revenue Commission requirements. TIN Certificate

Trainers, Administration and Accounts functions.

2. Qualification Pathways

Certificate III in Work Health and Safety

Provides entry-level WHS knowledge and practical workplace skills for workers who
support WHS functions in their organisation.

  • Completion of Grade 10 (or equivalent)
  • At least 2 years’ work experience in any industry
  • Basic English communication skills

Certificate IV in Work Health and Safety

Focuses on WHS risk management, incident response, compliance, consultation and
coordination of WHS practices at supervisor and line management level.

Entry requirement: Certificate III in WHS or equivalent WHS experience
assessed through an RPL process.

Diploma of Work Health and Safety

Develops WHS professionals capable of leading WHS systems, audits, investigations,
strategic risk management and WHS performance improvement.

Entry requirement: Certificate IV in WHS or equivalent qualifications /
experience with RPL assessment.


3. Course Structure

Each qualification consists of a set of units of competency that cover:

  • WHS legislation and regulatory framework
  • Hazard identification, risk assessment and risk control
  • WHS consultation and communication
  • Incident response, investigation and corrective action
  • WHS systems, monitoring and continuous improvement

4. Fees & Breakdown

Fee Component Description
Tuition Fee Delivery and assessment of all units of competency within the qualification.
Learning Materials Learner guides, workbooks, handouts and digital learning resources.
Administration Enrolment, records management, moderation and certification processing.
Consumables PPE samples, fire equipment, stationery and other practical training materials used
in classroom and field activities.

5. Delivery Modes

  • Classroom-based delivery in Port Moresby, Lae and selected regional centres
  • Workplace-based projects and on-the-job assessments
  • Mobile on-site training at company and project locations
  • Online and blended learning using TutorLMS and DODL platforms
  • Practical WHS demonstrations, simulations and field exercises

To ensure quality learning and supervision, the trainer–student ratio is maintained at
approximately 1:15–20 for theory and practical sessions.

All learner results are recorded in ISETPNG’s Quality Management System and reported to
PNGUoT–DODL in line with university and DHERST requirements.


8. Facilities & Student Support

  • Training classrooms in Port Moresby (Geita Place) and Lae (DODL–PNGUoT)
  • Access to computers, multimedia projectors and digital learning tools
  • Use of WHS demonstration equipment and PPE during practical sessions
  • Support from trainers, administrative staff and DODL student services

9. How to Enrol

To apply for a WHS qualification or short course, prospective students should:

  1. Request the latest Course Information Booklet and fee schedule.
  2. Complete the enrolment form (online or hard copy).
  3. Attach certified copies of academic records and work experience documents.
  4. Submit the application and confirm a suitable payment plan.
