Institute for Safety Education & Training PNG (ISETPNG)

The Institute for Safety Education & Training PNG (ISETPNG) is a specialised national
training institution delivering Workplace Health & Safety (WHS) programs across Papua New Guinea.
Established in 2011, ISETPNG provides industry-relevant WHS qualifications, short courses, and workforce
development programs for companies, government organisations and individual professionals.

Partnership with PNGUoT – DODL

ISETPNG works in partnership with the
Department of Open & Distance Learning (DODL) at the
Papua New Guinea University of Technology (PNGUoT) to ensure academic quality, moderation
and national recognition of WHS training delivered under this package.

Through this partnership:

  • PNGUoT provides academic oversight.
  • Training quality is monitored and moderated.
  • Students receive nationally recognised Statements of Attainment.
  • Programs align with PNG quality, compliance and workforce development standards.

2. Purpose of the WHS Short Courses Package

The WHS Short Courses Package provides rapid, targeted, skills-based training for:

6. Entry Requirements

WHS short courses generally have open entry:

  • No prior WHS qualification is required.
  • Minimum Grade 10 is recommended.
  • Basic reading and writing in English.
  • Minimum age: 18 years.

Individual companies may request customised prerequisite standards for their workforce.


7. Delivery Structure

Training Format

  • 1-day intensive workshops
  • 2-day practical skills courses
  • Half-day refresher and awareness sessions
  • Company-based delivery at the worksite
  • Classroom delivery at ISETPNG training centres
  • Mobile delivery across provinces
  • Blended learning with TutorLMS online materials

Class Size

Standard trainer–student ratio is maintained at approximately 1:15–20.

Trainer Qualifications

All trainers hold:

  • WHS Technical Qualifications (Certificate III to Diploma)
  • Trainer Qualifications (Education / TAE or equivalent)
  • Substantial industry experience in PNG workplaces

8. Assessments

Assessment approaches depend on the course type and may include:

  • Practical demonstrations and skills checks
  • Group activities and problem-solving tasks
  • Short written tasks and quizzes
  • Case study analysis
  • Observation checklists
  • Emergency simulations and scenario exercises

Students must demonstrate competence in key outcomes to be eligible for formal recognition, where
the course is delivered as an assessed program.


9. Certification

Upon successful completion of each short course, students may receive:

  1. Statement of Attendance
    For awareness-based and non-assessed programs.
  2. Statement of Attainment (SOA)
    Issued under PNGUoT–DODL moderation standards for assessed short courses aligned with
    national WHS units of competency.

All results are recorded in:

  • ISETPNG’s Quality Management System
  • PNGUoT–DODL reporting and records system

10. Training Fees

Training fees vary according to:

  • Course type and content
  • Duration (half-day, 1-day, 2-day, etc.)
  • Location (Port Moresby, Lae, Provincial Sites)
  • Level of customisation required
  • Number of participants
  • Site access and logistics requirements

A standard fee typically includes:

  • Trainer costs and facilitation

13. Customised Company Training Packages

ISETPNG develops tailored short courses and training packages for organisations, which may include:

  • Specialised hazard awareness programs
  • Site-specific procedures and work instructions
  • Workforce safety orientation packages
  • Safety leadership and culture programs
  • Support for WHS system implementation

Custom programs are designed and refined following a structured
Training Needs Analysis (TNA) with the client.


14. Enrolment Process

For Individuals

  1. Request the schedule and list of available short courses.
  2. Complete the individual enrolment form.
  3. Pay the course fee or confirm sponsorship.
  4. Attend the scheduled training session.

For Companies

  1. Submit a training request to ISETPNG.
  2. Confirm the participant list and course selection.
  3. Approve the formal quotation and training schedule.
  4. Training is delivered on-site or at an ISETPNG training centre.
  5. ISETPNG issues certificates and training reports upon completion.
